How Rater Changes Reach Your iPERMS Record

A rater or senior rater is assigned through the Army evaluation process, while iPERMS stores approved military documents in the Soldier’s official record. Because of that distinction, personnel generally cannot edit a rating chain directly inside iPERMS. A correction usually begins with the evaluation report, the unit administrative office, or the appropriate Army records channel.

Understanding which system controls each part of the process can prevent delays. A changed supervisor, reassignment, inaccurate duty description, or incorrect rating relationship may require action in EES, unit human resources channels, or an evaluation appeal—not a simple document edit in iPERMS.

Understand What iPERMS Can And Cannot Change

iPERMS is a document repository. It is used to view and maintain official records such as NCOERs, OERs, award documents, DD-214 forms, and other personnel files. Once an evaluation has been processed and placed in the record, the rater and senior rater fields are part of that signed document.

This means a Soldier normally cannot open an NCOER or OER in iPERMS and replace the rating officials. Uploading a second copy with different information also does not correct the original record. The underlying evaluation must be corrected through the proper administrative or appeals process before the revised document is added to iPERMS.

Confirm Whether The Problem Is A Record Error

First, review the evaluation itself and identify the exact issue. The concern may involve an incorrect rater, an invalid senior rater, a missing signature, an inaccurate rating period, or a report filed under the wrong Soldier. It may also be a display problem caused by a document that has not finished processing.

Check the report in EES, available unit records, and the documents displayed in iPERMS. If the evaluation is absent, reviewing guidance on missing NCOER records can help distinguish a delayed upload from a genuine filing problem. Save copies of the report, orders, counseling records, and other documents that establish the correct rating relationship.

Start With The Unit Administrative Channel

For an evaluation that is still being prepared or has not completed processing, contact the rating chain and the unit S-1 or human resources specialist. Explain the discrepancy in writing and provide supporting evidence, such as permanent-change-of-station orders, assumption-of-command documents, duty appointment memorandums, or organizational charts.

The rating chain may be able to correct the report before final submission. If the report has already been signed, the unit can explain whether an administrative correction, amended evaluation, or higher-level review is appropriate. The exact route depends on the report type, its status, and the nature of the error.

A rater change should reflect the actual supervision and observation period. A Soldier should not request a replacement merely because the evaluation is unfavorable. Administrative officials generally need evidence that the recorded rating relationship was factually or procedurally incorrect.

Use The Correct Correction Or Appeal Route

If the report has already entered the official record, the solution may involve an evaluation appeal or a request for administrative correction. NCOERs and OERs have specific standards for rating officials, qualifications, signatures, counseling, and submission. An appeal should identify the error clearly and connect it to credible evidence.

A completed report is difficult to change when the request relies only on disagreement with the rating. Stronger cases usually include documents created during the relevant period, such as orders, leave records, duty descriptions, counseling statements, command memorandums, or proof that the supposed rater was not in the required supervisory position.

Before submitting anything, ask the servicing personnel office which authority handles the request. Some matters may be resolved locally, while others require review through Army evaluation channels or a records correction board. Keep the original report and every submitted attachment in a secure personal file.

Know Where Each Action Belongs

The following distinction helps prevent an incorrect request from being sent to iPERMS:

Track Processing And Verify The Final Record

After submitting a correction, keep the date, office, point of contact, case number, and documents provided. Processing can involve several offices, so a written trail makes it easier to identify where the request stands. If the report is needed for a promotion board, separation, school application, or assignment action, explain the deadline early.

Once the correction is approved, sign in to iPERMS and verify that the revised report is readable, complete, and filed in the correct section. Confirm that the old version has been handled according to the governing process and that the corrected rater or senior rater information appears on the official document.

Personnel records issues often overlap with promotion points, board files, and other administrative requirements. Reviewing additional Army records guidance may provide useful context, but general online information should not replace instructions from the servicing S-1 or official Army support channel.

Prepare A Clear Correction Request

A concise request is easier for an administrative office to review. Include the document title, evaluation period, Soldier identification information as required by the office, the disputed rating official, the correct rating relationship, and the reason the existing entry is inaccurate.

Use this checklist when preparing supporting material:

  • Identify whether the report is pending, signed, processed, or already visible in iPERMS.
  • State the specific rater or senior rater information that should be corrected.
  • Attach orders, duty records, memorandums, counseling documents, or other relevant evidence.
  • Submit the request through the unit S-1, servicing records office, or designated evaluation authority.
  • Follow up after processing and verify the final document in iPERMS.

A change to a rater or senior rater is usually a correction to the evaluation record, not an edit inside the repository. Start with the office that controls the report, preserve evidence of the actual rating relationship, and verify the corrected document after it reaches iPERMS. For time-sensitive cases, contact the servicing S-1 or official Army records support channel promptly and keep a complete copy of the request.
